a.  Sponsors:  This program is made possible through a partnership with the Multijurisdictional Counterdrug Task Force Training (MCTFT) Program at St. Petersburg College, the Substance Abuse and Mental Health Services Administration (SAMHSA) and the Center for Substance Abuse Treatment (CSAT) with the technical support of the Satellite Education Network (SEN) at Ft. Lee, VA.  

b.  Availability:  This free, public domain, previously recorded broadcast will be available on the GETN Military/Federal/Warrior digital CDV satellite networks and on C-Band Analog satellite networks.  (There is NO KU analog or digital coverage.)  Other private and public satellite networks may also carry the program, check with your satellite provider.  (Note: This program WILL NOT be available on small digital dish networks such as DirecTV or Echostar systems.) 

Will this program be Video streamed:  Yes, it is expected that this program will be available as both a live and archived webcast for all registered sites.  Details will be sent in the final coordination message to all registered sites.

c.  Target Audience Statement:  Primary target audiences for this program will include Healthcare administrators and providers,  policy makers, business leaders, patients and individuals in recovery from addiction to drugs and/or alcohol and other community partners who may be interested.  This program is also suitable for Public or Cable Access television distribution.    

d. Program Summary and Objectives:  There are many avenues for providing and paying for health care in the United States, from the government-funded Medicare and Medicaid programs to privately handled managed care systems such as HMOs and PPOs, among others. This program will examine the insurance and health care benefits and options for individuals seeking treatment or individuals already in recovery from addiction to drugs and/or alcohol. In addition, the show will examine the cost benefits to health care providers and insurers of investing in treatment for substance abuse and mental health disorders, and will provide tips for screening, diagnosing, treating, or referring a patient with a substance use disorder.

Learning Objectives:

·         What health care options are available in the United States?
·         What are the “pros and cons” of the available systems? 
·         How does treatment benefit not only the individual but also family, friends, coworkers, and society as a whole?
·         What are the benefits, both financial and practical, of investing in treatment services for substance abuse and mental illness?
·         What sort of changes, if any, do you believe need to be made in this country’s health care system in order to deliver better treatment services to those who are suffering from addiction or mental illness?

e. Moderator and Panelists:  

Moderator:  Ivette Torres, Associate Director for Consumer Affairs, Center for Substance Abuse Treatment (CSAT), Substance Abuse and Mental Health Services Administration (SAMHSA), U.S. Department of Health and Human Services (HHS) 

Ellen Gerrity, Ph.D., is the Associate Director of the UCLA-Duke University National Center for Child Traumatic Stress, serving on the Executive Committee and as Senior Policy Advisor.  Dr. Gerrity is also on the faculty of the Duke University Department of Psychiatry and the Duke University Sanford Institute of Policy Studies.  From 1998-2002, she served as the Senior Mental Health Policy Advisor for Senator Paul Wellstone (D-Minnesota) in the areas of mental health and addiction legislation.  Dr. Gerrity served as the Associate Director for Aggression and Trauma Research at the National Institute of Mental Health (NIMH), heading the violence and traumatic stress research program at NIMH for several years. 

Carol McDaid serves as Principal at Capitol Decisions, Inc. She brings to the firm over twenty years of federal legislative experience in Washington, representing business and nonprofit interests in health, employee benefit, telecommunications and related tax areas.  Before joining the firm, McDaid served for seven years as senior vice president at R. Duffy Wall & Associates, (RDWA) a Washington D.C.-based government relations consulting firm.  At RDWA, she managed the health care practice and represented hospitals, providers, insurers, pharmaceutical manufacturers and cancer research interests.  Prior to R. Duffy Wall & Associates, McDaid served as senior Washington representative at the Blue Cross and Blue Shield Association and as a manager in the Employee Benefit Services Group of PriceWaterhouseCoopers Washington National Tax Service.  Currently, McDaid provides her clients with strategic legislative and public affairs consulting on issues that span the breadth of the health care delivery system, including Medicare, Medicaid and private sector reimbursement issues, emergency medical services, prescription drug coverage, Medicare supplemental health insurance, and other issues.  She also assists clients with strategies to address services including universal service, E-911, WI-FI, health IT, telemedicine, and emergency services communications.

Connie M. Weisner DrPH, MSW, Professor, Department of Psychiatry, University of California, San Francisco, and Investigator, Division of Research, Northern California Kaiser Permanente.  Dr. Weisner has a doctorate in Public Health from the University of California, Berkeley and an MSW from the University of Minnesota.  She directs a research program addressing access, treatment outcome, and cost- effectiveness of alcohol and drug treatment in public and private settings, including managed care.  She is a member of the National Advisory Council of the National Institute on Drug Abuse and the International Expert Advisory Group of on Alcohol and Drug Dependence of the World Health Organization.  She is a member of the MacArthur Network on Mental Health and the Law.  She has also been a member of the National Advisory Council of the Center for Substance Abuse Treatment.  She has participated on several Institute of Medicine committees, including the recent “Adapting ‘Crossing the Quality Chasm’ to Mental Health and Addictive Disorders.”  Dr. Weisner's published work includes studies of epidemiology of alcohol and drug problems; the interaction among alcohol, drug, and mental health problems; and the outcomes and cost-effectiveness of treatment services.  She is the Principal Investigator of NIAAA, NIDA, and RWJF research grants that study the cost and effectiveness of alcohol and drug treatment interventions.  Her ongoing work focuses on the changing systems for receiving health, substance abuse and mental health services.

Charles D. Moore, M.D. MBA is the chief of addiction medicine with Kaiser Permanente Sacramento.  He is a co-author of a University of California, San Francisco and Kaiser Permanente study that examined differences in treatment outcomes between integrated and independent models of medical care and substance abuse treatment.  The research was supported by a grant from the National Institute on Drug Abuse.

h.  Videotape release (if taping from broadcast):  This FREE program is unclassified and non-scrambled.  There are no copyright restrictions on this program, however it MAY NOT be videotaped and re-broadcast where fees are attached to its showing.  No portion of this program may be used for commercial purposes or for-profit purposes without additional permission of the sponsors.
