a.  Program Summary and Objectives:  The National Terrorism Preparedness Institute (NTPI) at St. Petersburg College (SPC) presents Live ResponseLive Response is a 60-minute pre-recorded, non-interactive satellite television broadcast and webcast that features a dynamic panel discussion of experts who share their knowledge and experiences about terrorism awareness, prevention, preparedness, response, and recovery.  The next program is entitled:

What would happen if one of our major food suppliers were to be attacked by terrorists?  In our upcoming program, we’ll take a fascinating look into the Agricultural Industry and how it could potentially be affected by terrorism.  We’ll go inside the classroom to a unique course offering expert training in this area – as offered by the Center For Agriculture & Food Security & Preparedness at the University of Tennessee College of Veterinary Medicine.  It’s a look at potential problems and solutions – along with proven measures to better protect our food industry, and more importantly ourselves.  This program and course will increase your awareness of these issues and provide applications to implement within your own facility.

 

What will you learn?  Here are some of the key learning objectives for this program 

  • What are the essential criteria for assessing potential food safety vulnerabilities?
  • How can we identify and implement systems that will reduce these vulnerabilities?
  • How practical exercises identify threats to animal and food processing facilities
  • How software assessment tools can be used to evaluate potential vulnerabilities

 

b.  Panelists will Include:

 

Dr. Sharon Thompson is currently the Director of the Center for Agricultural and Food Security and Preparedness at the University of Tennessee, College of Veterinary Medicine (UTCVM).  In this capacity, Dr. Thompson is responsible for the initiation of outreach programs to Federal, State, academic and industry partners to enhance the College’s teaching, service and research programs, with a special focus on public health, preparedness and homeland security.  She currently serves as the Agricultural Discipline Expert for the TN District 2 Homeland Security Council and serves on the Laboratory and Animal Advisory Board for the TN Department of Agriculture.  Dr. Thompson received her Doctorate of Veterinary Medicine from the Virginia-Maryland College of Veterinary Medicine and her Bachelor’s degree in biology from Harvard University.  Thompson has served as an invited expert for the World Health Organization, the World Organization for Animal Health, the Codex Alimentarius, the Pan American Health Association, and several US federal agencies, including the US Department of Agriculture, the Centers for Disease Control, and the Department of Homeland Security.

 

Ray Burden, Jr. is originally from Georgia, and has over 25 years of experience as a County Extension Agent and County Director with both the Georgia and Tennessee Extension agencies.  Following service in the U.S. Navy, he completed his Bachelor’s degree at the University of Georgia in December of 1977 in Animal Science and immediately joined the University of Georgia Cooperative Extension Service in Gordon County, Georgia as a 4-H agent.  Since 1996, Ray has been the County Director for the University of Tennessee Extension in Hamilton County (Chattanooga), Tennessee.  He also has experience managing a dairy and operating a farm supply business.

 

Boris Lederer is a security specialist with over 26 years of military, government, and private sector experience.  Retired from the Navy with more then 20 years of special operations experience including combat deployments to the Middle East, East Africa and Bosnia Herzegovina.  Mr. Lederer is involved with the various facets of the security industry to include performing vulnerability assessments for private companies in the agricultural arena, training of personnel for high-risk assignments in personal defense and survival.  Mr. Lederer is also a consultant for, and a developer of the various exercise scenario’s and training courses dealing with Agricultural Terrorism, WMD events impacting on the nation’s infrastructure, and the intelligence fusion to identify and prevent these from happening.

 

Jeff Witte has been the Director of Agricultural Biosecurity for the New Mexico Department of Agriculture (NMDA) and New Mexico State University since November, 2003.  In this capacity he works closely with various private, state and federal agencies and research institutions on agriculture issues related to homeland security and coordinates those activities with sister agencies in Mexico through the Border Governors Association.  Mr. Witte is a member of Infragard New Mexico Bio Security Work Group with the US Attorney’s Office and was a founding member of Agrigard, a national workgroup that brings together industry and law enforcement.  He is a graduate of New Mexico State University with a Bachelor of Science degree in Agricultural Business Management and Master of Science degree in Agricultural Economics and Economics.

 

c.  Target Audience Statement:  The primary target audience for this program includes the agriculture and food industry; extension and crop specialists; agricultural crime units; public health officials and others involved with food and agricultural security planning.  Secondary audiences include federal, state, and local law enforcement, fire services, emergency medical services (EMS), emergency management, and public works officials.  Other audiences for this program could include federal, state, and local police academies, university police, military police/security units, military emergency preparedness officials, and sheriff's offices.

 

d.  Availability:  This FREE, public domain, videotaped program will be available as scheduled on C band analog satellite downlinks and on Military/Federal CDV DETN Hughes/Convergent digital satellite networks.  A live web cast will also be available at http://terrorism.spcollege.edu.   All Live Response programs, current and past, are archived and available for viewing from the website using the Windows Media Player.  DETN/Convergent digital satellite downlinks are found at selected military and federal installations and at over 300 Air National Guard locations at Joint Forces HQs and other select ANG/ARNG locations.  Other federal and private satellite networks may also carry this program.  In addition, the program may be available to a limited number of non-satellite capable military and federal sites via VTC terrestrial relay.  Local site use coordination of satellite downlinks will be required. 

 

e.  Sponsors:   Live Response is a recurring monthly satellite broadcast offering terrorism related awareness information to the nation's civilian and military emergency response communities.  Live Response is the product of the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), National Integration Center (NIC), Training and Exercise Division.  Live Response is produced by the National Terrorism Preparedness Institute, a department at St. Petersburg College, St. Petersburg, Florida.

 

The University of  Tennessee College of Veterinary Medicine formed the Center For Agriculture & Food Security & Preparedness as a direct result of potential terrorists threats within the agriculture community that would affect our nation’s food supply – a critical part of our countries infrastructure.  The program began as the result of a 2-million dollar grant awarded by the Department of Homeland Security.  Dr. Sharon Thompson, Director of Partnership Programs at the veterinary college, states “the formation of the Center demonstrates the College’s continuing commitment to its work in the homeland security arena and will support the further expansion of this work.”

 

f.  Interactivity:  Our Live Response expert guests welcome viewer questions concerning Critical Incident Protocol and invite viewers to submit their questions via e-mail at Live.Response@spcollege.edu or fax at 727-341-4141 before the broadcast.  The moderator will then share the questions with the panelists during the broadcast.  Questions received after the broadcast will be forwarded to the guests for response.
