Live Response is an award winning educational/informational program produced by the National Terrorism Preparedness Institute (NTPI) of St. Petersburg College - a 60-minute satellite television broadcast and web cast featuring news styled program segments and dynamic panel discussions with leading experts who share their knowledge and experiences about terrorism awareness, prevention, preparedness, response and recovery.  Hosted by local television anchor, Al Ruechel, each program offers insightful news, unique perspectives and fascinating discussion.  Join us for our next program.  It’s your program for valuable information!

a.  Program Summary and Objectives:  When presented with any state of emergency through terrorism, natural disasters or other events of significance within our communities…there is always the challenge.  That challenge is to create a strong network of local, state and federal resources that can act quickly and effectively in response.  In our August Live Response program, we look at the Western Community Policing Institute’s course, “The Leader’s Role in Creating Vigilant, Prepared and Resilient Communities.”   We’ll bring together leading experts in Emergency Management to discuss ways to engage the community in all-hazards and anti-terrorism strategies.  This DHS sponsored course offers participants interactive training by presenting real-life scenarios.  Trainees work to identify community resources most vital in responding to a given event with special emphasis given to building partnerships through various agencies.  The program also presents an implementation model to prepare an action plan and presents a process designed to identify what are commonly referred to as community resource gaps.  A community that works together is one most likely prepared for future crises.  Join us for an informative and interesting hour on our August Live Response.

Key Learning Objectives for this Program:

·         Recognize Federal, state and local anti-terrorism and homeland security resources.

·         Define the new and evolving roles and expectations of community leaders for homeland security.

·         Identify community partners who will assist in identifying and addressing preparedness gaps.

·         Use an implementation model to prepare an action plan.

·         Evaluate methods to achieve identified goals for their jurisdiction.

Highlighted Program:  The Western Community Policing Institute (WCPI) was established in 1996.  It partners with a national network of Regional Community Policing Institutes across the country.  The WCPI serves a 6-state region that includes Alaska, Hawaii, Nevada, New Mexico, Oregon and Utah.  As threats of terrorism and man-made disasters continue to threaten our communities, WCPI works to improve collaborative efforts between public safety personnel, governmental and non-governmental organizations, school and post-secondary education officials, medical professionals, tribal leaders and community members. 

 

b.  Target Audience Statement:  The primary target audience for this program includes Community leaders, elected officials, law enforcement and fire service leaders, emergency response managers, military leaders, school and post-secondary education administrators, medical professionals, hospital administrators, tribal leaders and private sector executives.

d.  Interactivity and Panelists:  Although this program is pre-recorded, our Live Response expert guests welcome viewer questions related to the program objectives and invite viewers to submit their questions via e-mail at LiveResponse@spcollege.edu or fax at 727-341-4141 before the broadcast.  The moderator will then share the questions with the panelists during the broadcast.  Questions received after the broadcast will be forwarded to the guests for response.

 

Roy Kindrick served as Director of the Western Community Policing Institute from 1996 to 1999, establishing the Center as one of the first and finest regional community policing institutes in the nation.  Since that time, he has developed and delivered community policing and homeland security training to thousands of participants.  Throughout his career, Kindrick has received national recognition as an innovative leader in crime prevention, community policing and public safety education.  In the mid 1980’s, he was a charter member of the Board of Directors for the Western Indentification Network establishing the first multi-state automated fingerprint identification system in the world.  A longtime member of the Portland Police Bureau, Kindrick has served in public safety for 36 years.

 

Richard Hendricks has been a certified peace officer for over 30 years.  He recently retired as Chief of Police with the Logan City Police Department of Logan, Utah.  During the 12 years that Chief Hendricks held that office; he was named Utah Chief of the Year (2003) and the department was recognized as “Best in State” (2004).  The city of Logan was announced as the “Safest Metropolitan Area” in the United States in 2005 by Morgan, Quinton Press.  Under Hendricks direction, the Logan City Police Department was recognized as a leader in the state of Utah and western region for technology and community policing efforts.  He is presently founder and Director of the Police Academy, located at Bridgerland Applied Technology College in Logan, Utah.

 

Ken Kraudy currently serves as the Emergency Management Coordinator for Sandy City, Utah.  In that capacity, he works with city administration officials and city departments in handling tasks related to emergency management; and assists in obtaining grants, developing partner relationships within the community and coordinating the city’s emergency plans.  He also serves as chairperson of the Sandy City Local Emergency Planning Committee and is president of the Utah Emergency Managers Association (UEMA); and is serves on the board of the Utah Association of Contingency Planners.  Prior to becoming involved in the Emergency Management field, Kraudy worked as a college instructor, corporate training director, retail store manager, a realtor and served as a corporate human resources director.  He is a U.S. Marine Corps and Vietnam veteran with a Masters Degree in Educational Psychology.

 

e.  Availability:  This FREE, public domain, videotaped program will be available as scheduled on C band analog satellite downlinks and on Military/Federal CDV DETN Hughes/Convergent digital satellite networks.  A live web cast will also be available at http://terrorism.spcollege.edu.  All Live Response programs, current and past, are archived and available for viewing from the website using the Windows Media Player.  DETN/Convergent digital satellite downlinks are found at selected military and federal installations including over 300 Air National Guard locations at Joint Forces HQs and other select ANG/ARNG and other military and federal locations.  Other federal and private satellite networks may also carry this program. Local site use coordination of satellite downlinks will be required.
