More than 1,000 tornadoes are formed from severe thunderstorms each year in the U.S., some with winds of up to 300 mph.  This is in addition to the recent onslaught of hurricanes which are seemingly more severe than decades past.  The result often leads to widespread devastation, in many cases, entire regions left without power for extended periods of time.  The August 2010 Live Response focuses on a course called "Disaster Management for Electric Power Systems (MGT-345).  It's being offered by the National Emergency Response & Rescue Training Center (NERRTC), a division of the Texas Engineering Extension Service (TEEX).  Joined by leading disaster management experts, we'll look at the various threats that can disable our power grids and discuss the steps that can be taken to reduce risks through an important checklist of goals and actions.  We'll also look at how power companies and communities can best respond to a disaster using the National Incident Management System (NIMS).  The program highlights the recovery process as well - and how a plan can be established based on prioritization of critical infrastructure components.  Some helpful guidelines will be presented for working with the media by creating an effective crisis communication program.  In addition to the MGT-345 course, TEEX presents an array of courses designed to help protect our nation's critical infrastructure.  We'll introduce several of these, including a new DHS-sponsored offering called, "Critical Infrastructure and Key Resources Awareness."  Also highlighted will be a ten course selection of Cyber-Security on-line studies sponsored by DHS and FEMA.  Join us for this timely topic!

Featured Organizations:  The National Emergency Response and Rescue Training Center (NERRTC) is a division of the Texas Engineering Extension Service (TEEX) and was established in 1998 to enhance the capabilities of emergency responders and local officials to prepare for, respond to, and recover from catastrophic events resulting from natural events, man-made accidents, or terrorist attacks.

Live Response Confirmed Expert Panelists for this Program: 

Rebecca Tate, Training Support Manager,Texas Engineering Extension Service (TEEX) Homeland Security Services - Rebecca Tate is a native of College Station, TX, a graduate of Texas A&M University, and a certified Training and Development Professional.  She is the Manager of Training Support for the Texas Engineering Extension Service’s (TEEX) Homeland Security Services, which includes over forty professional development and continuing education courses offered to state, local, tribal and territorial emergency responders and government officials across the fifty-six U.S. states and territories.  Ms. Tate also serves as a member of the National Domestic Preparedness Consortium (NDPC) Work Group, representing TEEX in the NDPC’s mission of preparing the Nation through training.  She has led the Training Support Team through the development, certification, and recertification of twenty-two face-to-face and twenty-two online DHS/FEMA courses in Homeland Security, encompassing a wide range of subject matter from Disaster Management for Public Services, Electric Power, and Water/Wastewater to Critical Infrastructure Key Resource Awareness.  Ms. Tate coordinates the development of the subject matter expert content and the certification of all full-time and adjunct instructors.

 

Terry Blackmon, Certified Emergency Manager & Adjunct Instructor, Texas A&M University, National Emergency Response and Rescue Training Center - Terry Blackmon is a Certified Emergency Manager through the International Association of Emergency Managers.  He is also an adjunct instructor at Texas A&M University, National Emergency Response and Rescue Training Center’s (NERRTC's) Public Works Domestic Preparedness Program.  Mr. Blackmon was lead developer for NERRTC on a course relating to Disaster Management for Electric Power Systems.  He has responded as a FEMA Disaster Assistance Employee to natural disasters, including Hurricane Katrina.  Prior to his retirement from Exelon Corporation in 2000, Mr. Blackmon was the State/County Programs Director for the Nuclear Emergency Preparedness Department.  In that position, he established corporate policy for external emergency planning issues to meet regulatory requirements, negotiated funding, supported planning and exercise efforts, and conducted training for four states and fourteen counties.  Mr. Blackmon supported the Transmission and Distribution Department in the development and execution of several power system exercises.  He also served nationally as Chair of the Governmental Affairs Committee for the International Association of Emergency Managers.

 

Andy Pennington, Cyber Security Training Coordinator, Texas Engineering Extension Service (TEEX) - Andy Pennington is a Cyber Security Training Coordinator at the Texas Engineering Extension Service (TEEX).  He is responsible for curriculum development and maintenance of ten online cyber security courses that are sponsored under a Department of Homeland Security grant.  Previously, Mr. Pennington served as Vice President of Business Operations at Advanced Communications Concepts Incorporated, in Austin, TX.  He was responsible for strategic analysis of the DoD cyber security market, and was tasked with developing and implementing long-range product design and marketing efforts for new encryption technologies.  In the Air Force since 1987, Lt. Col. Pennington performed initial active duty as an F-111 Navigator, Electronic Warfare Officer, and Weapons Systems Officer.  He currently serves as Mobilization Advisor to the Commander of the 688th Information Operations Wing at Lackland AFB, TX.  His organization is the active duty Air Force’s sole Network Operations Group providing USAF network defense, with over seven hundred Airmen in ten units and seven locations worldwide.
