Live Response is an award winning educational/informational program produced by the National Terrorism Preparedness Institute (NTPI) of St. Petersburg College - a 60-minute satellite television broadcast and web cast featuring news styled program segments and dynamic panel discussions with leading experts who share their knowledge and experiences about terrorism awareness, prevention, preparedness, response and recovery.  Hosted by local television anchor, Al Ruechel, each program offers insightful news, unique perspectives and fascinating discussion.  Join us for our next program.  It’s your program for valuable information!

a.  Program Summary and Objectives:  This month’s edition of Live Response takes an in-depth look at a fascinating educational curriculum being offered by the Naval Postgraduate School Center for Homeland Defense and Security based in Monterey, California.  It’s a school that offers the nation’s premier master’s degree in homeland security.  The 18-month curriculum is structured around the key policy and organizational design problems that future homeland security leaders are likely to confront, and the analytic skills they will need to meet those challenges.  Each course requires students to master the core issues, principles and problem-solving approaches for the topic in question, and apply those fundamentals to the specific challenges confronting their own jurisdictions or sponsoring organizations.  Students admitted to the 18-month program already hold positions with significant homeland security-related responsibilities.  Combining on-site and web-based learning, this unique Center actively engages students with case studies and simulations that include a fully built-out environment in cyberspace.  Students apply their newly gained theoretical insights and analytic skills in a risk-free environment where strategies and policies can be tested.  Join us in September for Live Response! 

Key Learning Objectives for this Curriculum:

-          The viewer will learn how the curriculum works to develop future leaders responsible for homeland defense and security at the Federal, State and local levels.

-          The viewer is provided information on how current and future leaders are given the necessary skills and knowledge to defeat terrorism by participating in the NPS Masters program.

-          The viewer is given information that will enhance interagency communication and civil military cooperation at all levels of government.

Highlighted Program:  The Naval Postgraduate School Center for Homeland Defense and Security is based in Monterey, California. Established in 1947, the Center includes state-of-the-art laboratories, numerous academic buildings, a comprehensive library, government housing and recreational facilities. Its classrooms provide what many describe as a one-of-a-kind learning environment bringing together local, state and federal leaders from diverse disciplines.  Its Alumni Association has been labeled a National Think Tank of leaders responsible for policies, strategies and organizations that support our nation’s homeland security system.

 

b.  Target Audience Statement:  The primary target audience for this program includes administrative, hazardous material personnel, healthcare, law enforcement, public health, public safety communications, public works officials and Homeland Security officials at all military, federal, state and local levels.

d.  Interactivity and Panelists:

 

Glen Woodbury is Director of the Naval Postgraduate School’s Center for Homeland Defense and Security and is responsible for leading the Center’s strategic commitment to servicing the U.S. Departments of Homeland Security and Defense along with local, state, tribal and federal agencies.  He previously served as Director of the Emergency Management Division for the State of Washington.  In this capacity, he directed the state’s response to numerous emergencies, disasters and heightened security threat levels since his appointment by the Adjutant General and the Governor.  Mr. Woodbury was the Director during the World Trade Organization disturbance in Seattle in 1999, the Nisqually Earthquake in February 2001, the TOPOFF II Exercise in 2003, the national response to the attacks of September 11th, and many other natural and manmade emergencies and disasters.  During his tenure, the division received numerous awards and recognition for national and international excellence in public education, tsunami and earthquake preparedness, hazard mitigation and homeland security.

 

Stan Supinski is a faculty member and the Director of Partnership Programs for the Center for Homeland Defense and Security.  He is also a Visiting Professor to the Long Island University Homeland Security Management Institute, and has taught homeland security courses at the University of Denver and the University of Massachusetts.  In his most recent government position, he was the Deputy for Training and Education for the North American Aerospace Defense Command and U.S. Northern Command, where he developed the organizations’ academic training and education programs.  He also founded and directed the Homeland Security/Defense Education Consortium (HSDEC), a network of over 160 federal, military and civilian educational institutions.  He retired from the United States Air Force in 2003 following 27 years of active service.  Dr. Supinski served in two capacities during his military career; as an educator with the United States Air Force Academy and as an intelligence officer in numerous locations and capacities.  He has conducted research and authored numerous articles on homeland security and defense, technology support to education and language acquisition.

 

Heather Issvoran is the Director of Program Operations for the Naval Postgraduate School’s Center for Homeland Defense and Security responsible for marketing, recruitment and delivery of the Center’s Master’s Degree and Executive Leaders Programs.  She provides creative and strategic support for the Center’s programs and resources.  Additionally, she is responsible for the Center’s public affairs, handling media inquiries, press releases and marketing.  She works closely with U.S. Department of Homeland Security officials and senior administrators at the Naval Postgraduate School to achieve CHDS program objectives.  Ms. Issvoran holds a Bachelor of Arts degree in Communication Studies from Westmont College in Santa Barbara, California.

 

Although this program is pre-recorded, our Live Response expert guests welcome viewer questions related to the program objectives and invite viewers to submit their questions via e-mail at LiveResponse@spcollege.edu or fax at 727-341-4141 before the broadcast.  The moderator will then share the questions with the panelists during the broadcast.  Questions received after the broadcast will be forwarded to the guests for response. 

 

e.  Availability:  This FREE, public domain, videotaped program will be available as scheduled on C band analog satellite downlinks and on Military/Federal CDV DETN Hughes/Convergent digital satellite networks.  A live web cast will also be available at http://terrorism.spcollege.edu.  All Live Response programs, current and past, are archived and available for viewing from the website using the Windows Media Player.  DETN/Convergent digital satellite downlinks are found at selected military and federal installations including over 300 Air National Guard locations at Joint Forces HQs and other select ANG/ARNG and other military and federal locations.  Other federal and private satellite networks may also carry this program.  Local site use coordination of satellite downlinks will be required.
