A worst case scenario might be
Jim Cantore of the Weather Channel reporting from your backyard, a
major hurricane 72-hours off your coast. Your hospital, agency or
corporation needs to maintain operations regardless of the situation.
Lives may depend on it! In this edition of Live Response,
we’ll look at how you can go about implementing something called a
continuity of operations plan. Often referred to as COOP – it
enables governments and jurisdictions to maintain vital operations in the
event of a major disaster or emergency. Joining our panel of experts
will be representatives from the University of Maryland Center for Health
and Homeland Security. It’s an organization providing 13-hours of
free government training using a successful COOP planning model already
employed throughout the state of Maryland. The course, sponsored by
the Department of Homeland Security, is called, “Preparing the State:
Implementing Continuity of Operations Planning” (MGT-331). It’s a
hands-on learning experience that includes a discussion based exercise –
each class customized to the varied backgrounds and experience of its
participants. In this, they apply principles learned during training
and form decisions likely to occur in a real life COOP activation
scenario. Panel discussion topics will include why public and
private organizations need COOP; the importance of COOP during a Public
Health Emergency with short-term and long-term effects; and why testing,
training and exercising are critical to the success of such a plan.

Key Learning Objectives for this program:
- Understand emergency situations that give rise
to COOP planning, along with the legislation and executive directives
that gave rise to the COOP model.
- Identify essential functions and their supporting critical processes
and services.
- Understand how to coordinate a COOP plan with the Incident Command
System and emergency operating procedures.
Highlighted Programs: The Center for Health
and Homeland Security is based out of the University of Maryland.
Their mission is to develop, coordinate and expand scientific research,
policy development, training, legal analysis, government consulting and
scholarly programs within the University’s six professional schools
relating to counterterrorism crises and consequence management issues.
Target Audiences Include: All Law
Enforcement Agencies, Fire Services, Emergency Management Agencies,
Emergency Medical Services, Military CST Units, Governmental
Administrative, Healthcare, Public Health, Public Safety Communications
and Public Works. In sum, anyone with an interest in responding and
preparing for possible terrorism incidents and implementing COOP plans and
emergency operations procedures.

Alexandra Podolny,
Associate Director, University of Maryland Center for Health and Homeland
Security
Alexandra Podolny is an Associate Director at the University of Maryland
Center for Health and Homeland Security (CHHS). She joined CHHS in
May 2005 as a Law and Policy Analyst. Ms. Podolny holds a BA in
Economics from the University of Maryland, College Park and a JD from the
University of Maryland School of Law. Ms. Podolny is a certified
U.S. Department of Homeland Security (DHS) Instructor and was an author of
the DHS/FEMA certified "Preparing the States: Implementing Continuity of
Operations Planning" course, for which she also serves as Program Manager.
Ms. Podolny’s duties at CHHS have included drafting the second version of
the Maryland COOP Manual that was used to develop COOP plans for numerous
state and local agencies in Maryland. As Associate Director, she has
also supervised numerous COOP projects for state and local agencies,
academic institutions, and various other organizations.
Amy Major,
Senior Law & Policy Analyst, University of Maryland Center for Health and
Homeland Security
Amy Major is a Senior Law & Policy Analyst at the University of Maryland
Center for Health and Homeland Security (CHHS). Ms Major holds a BS
in Education from Kent State University and a JD from the University of
Maryland School of Law. After joining CHHS in January 2008, Ms.
Major served as project lead for the Maryland Judiciary Continuity of
Operations (COOP) project, supervising the project team in a variety of
activities, including comprehensive drafting and revision of COOP plans,
as well as exercise design and implementation for annual rounds of
tabletop exercises conducted with District and Circuit Courts throughout
the State. Additionally, in early 2009, Ms. Major coordinated with
CHHS personnel and representatives from the Judiciary to prepare a final
draft of the Maryland Public Health Emergency Bench Book ("Bench Book")
and tested the Bench Book’s utility through a series of mock hearings held
in each county in Maryland. Currently, Ms. Major continues to focus
on projects requiring expertise in Continuity of Operations planning and
public health emergency law. She assisted with the revision of the
Maryland Public Health Emergency Preparedness Legal Handbook for the
Office of the Attorney General at the Maryland Department of Health &
Mental Hygiene, and is currently managing a team of CHHS law and policy
analysts in performing project activities for the Regional Catastrophic
Preparedness Grant (RCPG) Program.
Michael Vesely, Senior Law &
Policy Analyst, University of Maryland Center for Health and Homeland
Security
Michael Vesely is a Senior Law & Policy Analyst at the University of
Maryland Center for Health and Homeland Security (CHHS). Mr. Vesely
holds a B.A. from the University of Maryland, College Park, and a J.D.
from the University of Maryland School of Law. Mr. Vesely is also a
certified U.S. Department of Homeland Security (DHS) Instructor and serves
as the senior instructor for the DHS COOP team. He has developed
COOP plans for a variety of government entities and recently published an
article in the Journal of Emergency Management on devolution planning
entitled, "No Matter What: Ensuring the Performance of Essential
Functions through Devolution Plans." Mr. Vesely is currently
working with the National Capital Region (NCR) to update the region’s
strategic plan. In addition to his involvement with disaster
planning for both state and private entities, Mr. Vesely worked as a
planner for the Mid Atlantic Regional Center for Excellence for Biodefense
and Emerging Infectious Diseases Research (MARCE), a consortium comprised
of fourteen universities, seven government partners, and ten corporate
partners working together to improve the nation’s public health response
system. Mr. Vesely leads much of CHHS’s work concerning economic
security issues; this work has largely focused on derivatives and the
effect that these transactions have on energy commodities.
