a.  Sponsors:  Live Response is a recurring bi-monthly videotaped satellite broadcast offering Weapons of Mass Destruction (WMD) related awareness information to the nation's civilian and military emergency response communities.  Live Response is the product of an interagency program effort from the Department of Homeland Security (DHS) Preparedness Directorate, Office of Grants and Training (G&T).  Live Response is produced by the National Terrorism Preparedness Institute, a department of St. Petersburg College, St. Petersburg, Florida.  Additional support is furnished by the Army National Guard and the US Army Satellite Education Network (SEN) at Ft. Lee, Va. 

b.  Availability:  This program will be available to military and federal GETN/MIST sites that have GETN/ATN/Warrior digital satellite downlinks.  A listing of potential GETN receive sites can be seen here: GETN Site Locations 

MIST affiliate satellite networks such as the VA’s Employee Education System and the Department of Justice Television Network may also carry this program but IAW with their own scheduling requirements.  Archived webcasts will be available for this program.   

Videoconferencing availability may be available to selected military and federal VTC sites using the USA TNET or the USN CNET networks and other VTC networks able to connect to this satellite feed.   Site coordinators using VTC are responsible for their own bridge coordination.

c.  Target Audience Statement:  The primary target audience includes federal, state, and local law enforcement, fire service, emergency medical services (EMS), emergency management, and public works.  Secondary audiences for this program include federal, state, and local police academies, university police, military police/security units, military emergency preparedness officials, sheriff's offices and public health officials.

 

d.  Program Summaries:  The National Terrorism Preparedness Institute (NTPI) at St. Petersburg College (SPC) presents "Live Response" "Live Response" is a 60-minute discussion in which a panel of experts explores topics related to Weapons of Mass Destruction (WMD) consequence management and engages in question and answer sessions with the program audience.

"Suicide (Homicide) Bombers" 1000-1100 ET (Repeats from 15 Nov 06) - Exactly when a suicide bombing will take place on American soil is unknown.  Intelligence and surveillance are vital for police to safely apprehend suicide bombers and prevent detonation.  No suicide bomber profile exists; however, there is a behavioral profile that may be used to assist police and other emergency responders in recognizing them.  We will look at the advantages of suicide bombers, pre-incident indicators, and suicide bombing incident response on this edition of Live Response.

"Medical Surge" 1100-1200 ET  (Repeats from 24 Jan 07) - If a bioterrorism incident occurs, many people may need treatment in their communities. Providing the help that they need quickly and efficiently will save lives.  We will explore potential resources that may be needed in a medical surge incident, including mass prophylaxis, on this edition of Live Response.

“Critical Resource Logistics & Distribution” 1230-1330 ET (Repeats from 28 Mar 07) - In the event of a natural or manmade disaster, critical resources will be necessary for preservation of life, safety, and security.  Preparedness plans must include a way to identify, dispatch, mobilize, accurately track, and demobilize available human and material resources across all incident phases.  We will explore Critical Resources Logistics and Distribution on this edition of Live Response.
