a.  Program Summary and Objectives: 

Avian Influenza Response Training for Emergency Responders:

“How Would You Handle an Emergency Epidemic?”

 

It’s the kind of threat that, in the past, has been given little attention in the United States.  This is despite the fact that U.S. livestock and poultry are an extremely vital part of our economy.  We also know that the potential for highly pathogenic avian influenza (HPAI) occurring in the United States has increased in recent years due to outbreaks of the disease in domestic flocks and migratory birds in other countries.  Our July LIVE RESPONSE program takes an in-depth look at this subject.  A special focus is given to a course called, Avian Influenza.  Offered by the AgTerror Preparedness Center of Kirkwood Community College in Cedar Rapids, Iowa – this classroom training covers the concerns and challenges response agencies would face when dealing with an avian influenza outbreak (AI) or other foreign animal disease.  It’s designed to provide training throughout the responder community for an effective and rapid response.  Areas covered include:  An Introduction to Avian Influenza; Biosecurity; Personal Protective Equipment (PPE); Euthanasia and Disposal of Diseased Animals; along with Cleaning and Disinfection (C&D). 

 

Key Learning Objectives for this Program: 

·         Learn the importance and need for responder assistance during an HPAI outbreak.

·         Define responder roles in the event of a foreign animal disease incident such as HPAI.

·         Develop an awareness of the potential impact of an outbreak to our nation’s poultry industry and economy.                                                                                                 

Highlighted Program:  Located in the Community Training and Response Center on the Kirkwood Community College campus in Cedar Rapids, Iowa, the AgTerror Preparedness Center was formed in 2004 with a major grant awarded by the Department of Homeland Security.  Kirkwood is one of only 14 such programs designed to develop training and awareness initiatives across America.  The Center is in direct response to the potential target of agroterrorism to the American food and agriculture industry.  It’s programs have reached responders in rural counties nationwide.

 

Target Audience: Agriculture producers and workers, law enforcement, firefighters, veterinarian and animal health care providers, emergency medical services personnel, emergency management, public health officials, public works personnel and elected officials.

c.  Panelists:  

 

Bruce Lippy, PhD, is a Certified Industrial Hygienist and Safety Professional.  He is also President of his own industrial hygiene consulting firm, based in Baltimore, called the Lippy Group, LLC.  The  Lippy Group teamed with Kirkwood Community College in 2004 to help develop the AgTerror Preparedness Center training program.  During Hurricane Katrina, The Lippy Group posted a web training program and pocket guides to protect responders while working in the Gulf.  It became the most used training materials in the response effort.  They also played a key role working with Hazmat Response Teams in a 2-month on-site project following the collapse of the World Trade Center.

 

Peter Petch has been a registered professional Industrial Hygienist since 1998 and is a Master Trainer for Avian Influenza and Foreign Animal Disease Response.  He works with the USDA, APHIS, MRPBS, ESD and SHEWB.  In 2007, he provided instruction for a 3-day Avian Influenza response exercise for VS and State personnel in Wisconsin.  He has also been the APHIS representative for Avian Influenza table top exercises in Michigan, Maine, Virginia and Delaware.  He is a member of the USDA, APHIS and MRPBS Emergency Response Green Team; and was formerly Command Industrial Hygienist for the US Navy.

 

Ron Snyder is Director of Programs for Environmental Health and Safety in the Environmental Training Center, AgTerror Preparedness Center located at Kirkwood Communty College in Cedar Rapids, Iowa.  He is also Director of the Hazardous Materials Training and Research Institute at the campus.  Mr. Snyder designs, coordinates and delivers programs across the nation to state and local governments and industry; and is recognized as a leading expert in his field.  He played a significant role in the development of the OSHA Disaster Site Worker program modeled after his curriculum.  This program was designed for response to CBRNE terrorist events.

 

d.  Target Audience Statement:  The primary target audience for this program includes Agriculture producers and workers, law enforcement, firefighters, veterinarian and animal health care providers, emergency medical services personnel, emergency management, public health officials, public works personnel and elected officials.

 

e.  Availability:  This FREE, public domain, videotaped program will be available as scheduled on C band analog satellite downlinks and on Military/Federal CDV DETN Hughes/Convergent digital satellite networks.  A live web cast will also be available at http://terrorism.spcollege.edu.  All Live Response programs, current and past, are archived and available for viewing from the website using the Windows Media Player.  DETN/Convergent digital satellite downlinks are found at selected military and federal installations including over 300 Air National Guard locations at Joint Forces HQs and other select ANG/ARNG and other military and federal locations.  Other federal and private satellite networks may also carry this program.  Local site use coordination of satellite downlinks will be required. 

 

f.  Sponsors:  Live Response is a recurring monthly satellite broadcast offering terrorism related awareness information to the nation's civilian and military emergency response communities.  Live Response is the product of the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), National Integration Center (NIC), Training and Exercise Division.  Live Response is produced by the National Terrorism Preparedness Institute, a department at St. Petersburg College, St. Petersburg, Florida.

 

g.  Interactivity:  Although this program is pre-recorded, our Live Response expert guests welcome viewer questions related to the program objectives and invite viewers to submit their questions via e-mail at Live.Response@spcollege.edu or fax at 727-341-4141 before the broadcast.  The moderator will then share the questions with the panelists during the broadcast.  Questions received after the broadcast will be forwarded to the guests for response.
