a. Sponsors: Live Response is a recurring monthly satellite broadcast offering terrorism related awareness information to the nation's civilian and military emergency response communities. Live Response is the product of the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), National Integration Center (NIC), Training and Exercise Division. Live Response is produced by the National Terrorism Preparedness Institute, a department at St. Petersburg College, St. Petersburg, Florida.
b. Availability: This FREE, public domain, videotaped program will be available as scheduled on C band analog satellite downlinks and on Military/Federal CDV GETN Hughes/Convergent digital satellite networks. A live web cast will also be available at http://terrorism.spcollege.edu. All Live Response programs, current and past, are archived and available for viewing from the website using the Windows Media Player. GETN/Convergent digital satellite downlinks are found at selected military and federal installations and at over 300 Air National Guard locations at Joint Forces HQs and other select ANG/ARNG locations. Other federal and private satellite networks may also carry this program. In addition, the program may be available to a limited number of non-satellite capable military and federal sites via VTC terrestrial relay. Local site use coordination of satellite downlinks will be required.
c. Target Audience Statement: The primary target audience includes federal, state, and local law enforcement, fire services, emergency medical services (EMS), emergency management, and public works. Secondary audiences for this program include federal, state, and local police academies, university police, military police/security units, military emergency preparedness officials, sheriff's offices and public health officials.
d. Program Summary and Objectives: The National Terrorism Preparedness Institute (NTPI) at St. Petersburg College (SPC) presents Live Response. Live Response is a 60-minute pre-recorded, non-interactive satellite television broadcast and webcast that features a dynamic panel discussion of experts who share their knowledge and experiences about terrorism awareness, prevention, preparedness, response, and recovery. The next program is entitled:
“Critical Incident Protocol”
On the next Live Response we’ll look at the Critical Incident Protocol – Community Facilitation Program and show how it promotes the exchange of information regarding risk and threat assessment and maximizes the sharing of available resources when responding to man-made or natural disasters.
The Critical Incident Protocol (CIP) – Community Facilitation Program was developed by the School of Criminal Justice, Michigan State University (MSU) to build public-private partnerships in cities, counties, and regions across the nation for joint critical incident management utilizing an all hazards approach. The goal of the program is to promote and enhance security and safety, by bringing together members of the private sector (businesses and non-profit organizations) and the public sector (government and regulatory services). Throughout the program, each sector exchanges information regarding the effectiveness of risk and threat assessment, levels of preparedness, and response; and maximizes the sharing of available resources when responding to man-made or natural disasters, including terrorism and weapons of mass destruction (WMD).
Some of the learning objectives that will be covered during the hour-long discussion are:

- How to recover after a Critical Incident
Our Live Response expert guests welcome viewer questions concerning Critical Incident Protocol and invite viewers to submit their questions via e-mail at Live.Response@spcollege.edu or fax at 727-341-4141 before the broadcast. The moderator will then share the questions with the panelists during the broadcast. Questions received after the broadcast will be forwarded to the guests for response.

Brit Weber - Mr. Weber joined Michigan State University in 2002 and is the program director of Leading from the Front: WMD Awareness for the Law Enforcement Executive and Critical Incident Protocol (CIP)-Community Facilitation programs at the School of Criminal Justice. He manages the daily operations of the CIP-Community Facilitation program, which is a no cost, U.S. Department of Homeland Security grant-funded initiative for communities across the nation that builds public and private sector partnerships in joint critical incident preparedness and weapons of mass destruction planning. Additionally, he is involved in several homeland security, emergency management, and criminal justice directives and partnerships.
Daniel Alexander - Mr. Alexander became the City of Milwaukee’s first Homeland Security Director in January 2006. In this position, Mr. Alexander is responsible for managing numerous homeland security and emergency management planning and funding activities throughout Milwaukee and southeast Wisconsin, including the Urban Area Security Initiative Grant Program, Buffer Zone Protection Program, and Port Security Grant Program. Mr. Alexander directs the emergency management functions of the largest city in the State of Wisconsin, and coordinates with regional public and private sector agencies to implement an array of emergency preparedness planning initiatives.
James Joseph - Mr. Joseph is the Vice President of Security and Fraud Risk for HSBC-North America, the world’s 3rd largest bank. James works for HSBC at their North America Headquarters in Mettawa, IL, a suburb north of Chicago. James has been with HSBC since 2003, and has worked in various capacities of the physical security department. Presently, James works with physical security operations, executive protection, risk assessments, physical investigations, workplace violence prevention and investigation, emergency response planning, and counter terrorism.
f. CEUs, CMEs, or Certificates: We are pleased to announce you may now obtain CEUs for successful completion of our program course. Upon submitting your completed registration form, you will have access to the course exam and a course evaluation. Once you complete and submit the course exam and the course evaluation, you will receive your exam results and a certificate of completion via email or USPS mail provided you passed the test with a 75% or better score.
