This month’s Live Response goes behind the scenes to the Center for Domestic Preparedness in Anniston, Alabama.  We take an inside look at the CDP’s unique and highly specialized training center referred to as COBRATF.  This stands for Chemical, Ordnance, Biological and Radiological Training Facility.  Through its popular Technical Emergency Response Training course (TERT), training exercises are conducted in a true toxic environment using chemical agents enabling trainees to respond to potential real life scenarios with hazardous materials.  It’s currently the only program of its kind in the U.S.  The TERT course is designed to provide responders with Operations level instruction in responding and operating inside a WMD incident area.  This includes 20 hours of hands-on training with specialized protective clothing and equipment.  Areas covered include chemical detection, decontamination, triage, and ordination/explosive recognition and response.  The course concludes with multi-task, hands-on, performance-oriented training in the WMD COBRA training facility.  Our program moderator will talk with the program’s Director and other training specialists to further explore this fascinating topic.

 

a.  Key Learning Objectives for this Curriculum:

-          The viewer will learn how to identify domestic and international terrorist groups, ideologies and methods of executing terrorist acts.

-          The viewer will learn about the four components of WMD’s – their complexities and effects.

-          The viewer will receive information relating to how personal protective equipment (PPE) is employed in a WMD incident, along with mass casualty triage procedures, how to employ sampling and monitoring equipment, perform decontamination, and identify Improvised Explosive Devices (IED).

-          The viewer learns how to perform Operations Level WMD competencies in a toxic environment.           

 

Highlighted Program:  In  1998, the Center for Domestic Preparedness (CDP) opened its doors as a training center for the nation’s emergency responders.  The CDP’s mission is to operate a federal training center for delivery of high quality, comprehensive preparedness training programs for the nation’s emergency responders.  This includes its unique COBRA training facility where training exercises are performed in live toxic environments; and the recently established Noble Training Facility, the former Noble Army Hospital which was converted into a one-of-a-kind training site for health and medical education in disaster preparedness and response.

 

b. Target Audience Statement:   The primary target audience for this program includes administrative, hazardous material personnel, healthcare, law enforcement, public health, public safety communications, fire service officials, public works officials and Homeland Security officials at all military, federal, state and local levels.

d.  Panelists: 

 

Dr. Christopher Jones, Superintendent  of the Center for Domestic Preparedness,  has performed distinguished service in three federal departments over a 28-year span.  He began his career with the Department of Army Medical Command serving in various public health and environmental capacities after successful completion of active duty as a U.S. Naval Medical Service Corps Officer.  He served as the Deputy Under-Secretary of Defense Liaison to the U.S. Public Health Services Agency for Toxic Substances and Disease Registry where he worked collaboratively with Federal and state agencies addressing high-risk public health issues.  Dr. Jones went on to serve as principal architect of a five-year collaborative decision-making initiative among Federal, state and local officials to resolve intractable clean-up challenges of nuclear waste at the Department of Energy’s Office of Environmental Restoration.  His efforts resulted in the implementation of a sustainable collaboration model used by many high-level government officials.  More recently, Dr. Jones served as Chief Learning Officer for the U.S. Fish and Wildlife Service’s National Conservation Training Center and as the Service’s Deputy Regional Director for the Southeast Region.

 

Jessica Cummins, Deputy Project Manager of Training at the CDP, provides oversight to train and coordinate efforts with course managers to ensure quality training delivery nationally.  She previously served as an appointee of Governor Schwarzenegger in the California Governor’s Office of Homeland Security as Deputy Director of Planning, Research and Emergency Preparedness.  Responsibilities included reviewing and revising the State of California state agencies instrumental with prevention, protection, response and recovery efforts and research of current topics, initiatives and trends impacting the safety and security of the citizens of California. Cummins is also a former Assistant Chief of Police for the San Diego Harbor Police Department and Homeland Security Coordinator for the Port of San Diego; and is a retired Major of the Oklahoma City Police Department.  She served as Co-Commander of the Emergency Response Team at the 1995 bombing of the Alfred P. Murrah Federal Building.

 

Richard Dickson, serves the CDP as Acting Assistant Director of Training Delivery.  In this position, he manages all aspects of training delivery and student support for the Center’s training delivery contract, valued at over 140-million dollars – designated for training development, course delivery, student evaluations and overall program assessment.  Additionally, he manages an annual training equipment budget that averages 1.3 million dollars.  Dickson is also a veteran of 14-years of military service and has participated in training and education programs for more then 20 years – in the military, civilian academic institutions and in private industry.  He holds certifications in basic Law Enforcement, Special Weapons and Tactics, and Criminal Investigation.
