a. Program Description: Inside a busy emergency room, staff is quickly working triage as seven new patients arrive. In an instant - the lights go out. An odd silence lasts only for a second. Then there are shouts of direction from all sides and the work of medical treatment continues. This is one of many on-site exercises taking place inside the Noble Training Facility at the Center for Domestic Preparedness (CDP) in Anniston, Alabama. Our July 22 Live Response looks at some of the unique hands-on training currently taking place at Noble – the only hospital facility in the nation dedicated solely to training hospital and healthcare professionals in disaster preparedness and response. The 162,000 square foot center includes classrooms, exercise/simulation areas and two prototype mass casualty decon lanes. Courses highlighted will include Pandemic Influenza Planning and Preparedness; Hospital Emergency Response Training for Mass Casualty Incidents and Healthcare Leadership Administrative Decision Making. We’ll look at how the CDP is now partnering with the DHS Office of Health Affairs and the Center for Disease Control and Prevention (CDC) to further enhance medical training being offered to first responders nationwide. The show will also include a fascinating round table discussion about the current state of disaster preparedness and how we are working to meet the challenges of future events in today’s healthcare world.

Highlighted Programs: The Center for Domestic Preparedness is a federal training center that specializes in providing high quality, advanced hands-on, all-hazards training for emergency responders. The CDP training programs offer a selection of 42 courses and multi-disciplined instructional staff with an average of 19 years of experience in their respective emergency response fields. The CDP is also the only congressionally chartered Weapons of Mass Destruction (WMD) training center in the nation.

c. Scheduled Panelists:
Dr. Christopher T. Jones is Superintendent of the Center for Domestic Preparedness in Anniston, Alabama. He has nearly 30 years of distinguished civil service in three federal departments. He began his public service career with the Department of Army Medical Command following active duty as a U.S. Naval Medical Service Corps Officer. He served as the Deputy Under-Secretary of Defense (Environmental Security) Liaison to the U.S. Public Health Services Agency for Toxic Substances and Disease Registry addressing high-risk public health issues and went on to serve as the principal architect of a five-year long collaborative decision making initiative to resolve intractable clean up challenges of nuclear waste at the Department of Energy’s Office of Environmental Restoration. More recently, Dr. Jones served as Chief Learning Officer at the Department of the Interior - U.S. Fish and Wildlife Service’s National Conservation Training Center, and as the Service’s Deputy Regional Director for the Southwest Region.
Dr. Laurence Raine is the Director of Mitigation and Capability Enhancement within the DHS Office of Health Affairs and is responsible for public health and medical preparedness. He came to DHS from the Analytic Service Institute for Homeland Security where he was a Senior Fellow in charge of developing Executive Education curricula and support to the DHS Chief of Learning Officer. Prior to ANSER, Dr. Raine was a Senior Analyst for Bioterrorism preparedness and response at the National Association of County and City Health Officials. He was also Chief Planner for Bioterrorism Preparedness for the state of Hawaii, Department of Health – and served as an Immunohistochemist at Tuft’s New England Medicine Center and Rhode Island Hospital conducting original research. Raine is a Vietnam Veteran who served at the United States Naval Medical Center in Bethesda, Maryland; and holds a Doctorate in Public Health from the University of Hawaii specializing in disaster management.

Dr. Paul Sommers is the Noble Training Facility Manager, Center for Domestic Preparedness, Anniston, Alabama. Dr. Sommers has a strong background in the management of both hospital and medical group practices with over 30 years of significant financial and program development accomplishments; and is co-founder of Cohn Prevention Centers - a Minnesota based cardiovascular disease prevention business that has established a patent-pending protocol for early identification of cardiovascular disease. For 10 years, he served as Executive Vice President/ Chief Administrative Officer for Ramsey Clinic and Ramsey Healthcare in St. Paul, Minnesota. He has written three healthcare management and performance improvement books, registered nine copyrights with the United States Copyright Office focusing on improvements in healthcare management; consumer satisfaction and measurement innovations; and has written and published more than 100 journal and peer reviewed articles
