a. Sponsors: ComNET (Communications, News, Equipment & Training) is the product of an interagency program effort from the Department of Homeland Security (DHS), bringing together the Office for Domestic Preparedness (ODP) and the FEMA’s Emergency Education Network (EENET). ComNET, a bi-monthly recurring videotaped satellite broadcast is produced by the National Terrorism Preparedness Institute, a division of the Southeastern Public Safety Institute at St. Petersburg, Florida. Additional support is furnished by the US Army Satellite Education Network (SEN) at Ft. Lee, Va.
b. Availability: This FREE, public domain, videotaped program will be available as scheduled on C/KU analog satellite downlinks and on the Military/Federal CDV GETN Convergent digital satellite networks. A live web cast and later archived webcast version will also be available using Windows Media Player. GETN/Convergent digital satellite downlinks are found at over 1200 military installations and federal office locations. Other federal and private satellite networks may also carry this program. In addition, the program may be available to a limited number of non-satellite capable military and federal sites via VTC terrestrial relay. Local site use coordination of satellite downlinks will be required.
Will this program be web streamed: Yes, this program will be available in a live and archived version. Details will be furnished in the final coordination message upon registration. c. Target Audience Statement: The primary target audience includes federal, state and local law enforcement, fire service, emergency medical services (EMS), emergency management, and public works. Secondary audiences for this program include federal, state, and local police academies, university police, military police/security units, military emergency preparedness officials, National Guard Civil Support Teams, sheriff’s offices and public health officials.
d. Program Summary: Feature Stories for 14 December 2005 ComNET program include:
ODP Training: ODP prepares America’s emergency responders for acts of domestic terrorism through coordinated training designed to meet the varying needs of state and local communities. ComNET visits Barbara Biehn, with the Training Division, to discuss new initiatives in ODP training.
Neighborhood Watch: ComNET continues the series on Citizen Corps programs by highlighting the Neighborhood Watch. The National Sheriffs' Association’s USA On Watch includes revitalization of Neighborhood Watch groups through the dissemination of information teaching how to incorporate terrorism prevention into their programs and make preparedness a part of their daily lives. ComNET speaks with members of Neighborhood Watch about how private citizens can play a crucial role in the detection and prevention of terrorist acts.
Commissioned Corps: The mission of the Public Health Service (PHS) Commissioned Corps is to provide highly-trained and mobile health professionals who carry out programs to promote the health of the Nation, understand and prevent disease and injury, assure safe and effective drugs and medical devices, deliver health services to Federal beneficiaries, and furnish health expertise in time of war or other national or international emergencies. ComNET meets with members of the Commissioned Corps to talk about their deployment to the Hurricane Katrina recovery effort.
Federal Law Enforcement Training Center: The Office of State and Local Training (OSL), Federal Law Enforcement Training Center (FLETC), Department of Homeland Security, provides training to state, local, campus, and tribal law enforcement agencies. ComNET visited the FLETC First Responder Training Program (FRTP) to discuss how this course can prepare first responders for a major incident.
e. CEUs, CMEs, Certificates: We are pleased to announce that you may
earn continuing education units or CEUs for viewing ComNET programs. To
