Comprehensive Cyberterrorism Defense

“From Identity Theft to Electronic Warfare – How to Win the Battle”

 

It’s a war like no other - one often motivated by things like cyber espionage, corporate ambition, intelligence gathering…attacks that could even threaten our critical infrastructures.  It has the elements of a Hollywood blockbuster, but the reality is anything but entertainment.  In 2005, 85% of our nation’s government agencies and large corporations reported severe computer security breaches.  In December, Live Response takes an inside look at a course offered by the University of Arkansas Criminal Justice Institute called “Comprehensive Cyberterrorism Defense (CCD).”  This is part of the Cyberterrorism Defense Initiative working to train personnel in critical need areas nationwide.  The goal of the CCD course is to provide technical personnel with the hands-on expertise necessary to defend communication and data networks from cyberterrorism events.  The course stresses a proactive approach to providing computer, network and infrastructure security.  This program will give you an increased understanding of the historical perspectives, network design and emerging methodologies in computer hacking.

 

Key Learning Objectives for this Curriculum:

-          Outlining how the cyber threat landscape has evolved and is evolving as a result of hacker methodologies.

-          Preparing network defenses based on existing and emerging attack methods.

-          Recommending strategies for implementing Defenses-in-Depth to thwart attacks.

-          Improving modern technologies that are deficient in thwarting attacks.

-          Utilizing self-auditing methods and best practices for security defenses, including guidelines for offensively approaching one’s own network without causing damage or unintended consequences.

a.  Highlighted Program:  This course is being presented by the University of Arkansas Criminal Justice Institute.  It’s part of the Cyberterrorism Defense Initiative offering free cyberterrorism defense training for first responders and public safety personnel nationwide.  CDI classes utilize a blended learning approach that incorporate five days of comprehensive learning, class lectures, personal interaction between the instructor and participants, hands-on exercises utilizing mobile laboratory workstations, and in-depth training manuals and presentation material.

 

b.  Target Audience Statement:  Technical personnel and technical managers affiliated with a public safety or emergency response agency, or agency dealing with our nation’s critical infrastructures.  This includes law enforcement, state and local government, public utilities, health care providers, and colleges and universities.

Jimmy Nobles is Program Coordinator within the Center for Information Technology Engineering/Cyberterrorism Defense Analysis Center at the University of Arkansas Criminal Justice Institute.  Mr. Nobles has a Bachelor of Arts Degree in Criminal Justice from the University of Arkansas at Little Rock and an Associate Degree in Criminal Justice from National Park Community College.  He retired as a Lieutenant with the Hot Springs, Arkansas Police Department in 1997 after 21 years of service.  At the time of retirement, Mr. Nobles held a senior law enforcement officer certification and was a certified law enforcement instructor.  He has acquired over 2000 hours of in-service training on various law enforcement topics.  He is also a graduate of the 154th session of the FBI National Academy.  In his current position, Mr. Nobles oversees the functions of the Cyberterrorism Defense Initiative which is funded through a cooperative agreement with the Department of Homeland Security, Federal Emergency Management Agency, and Training and Exercises Integration/Training Operations.

 

Kevin Molder is Project/Program Specialist with the Center for Information Technology and Engineering at the University of Arkansas Criminal Justice Institute.  He has a Bachelor of Science Degree in Technology from Arkansas State University and an Associate of Applied Science Degree in Computer Systems Technology from Arkansas State University-Beebe.  Mr. Molder is the technical supervisor for the Cyberterrorism Defense Analysis Center.  He also provides technical and logistical support for the Sentinel and Cyberterrorism Defense Initiative Projects.  Molder is a Comptia Security Certified Professional.

 

John Johnson is a Certified Senior Police Officer with the Technology Services Division for the City of Houston Police Department.  Mr. Johnson is responsible for IT security for more then 6,000 employees and 40 facilities scattered throughout the City of Houston.  He created procedures that formalized security review and incident response for the Houston Police Department.  He also implemented, managed and operated the Consequences Assessment Tool Set (CATS), Joint Assessment of Catastrophic Events (JACE), and Hazard Prediction and Assessment Capability (HPAC) systems as provided by the Defense Threat Reduction Agency in a post 9/11 environment where Houston remains a viable target to international terrorism.  Johnson is a graduate of the University of Houston, College of Business Administration and Houston Police Academy.  Awards of merit include a Life Saving Award and two Chief of Police Commendations.  He was nominated Police Officer of the Year in 1994 by KILT Radio in Houston.
