Sponsor’s Brief Program Description:    Thousands of Americans with substance use disorders will have the opportunity to choose their treatment options for recovery under Access to Recovery, a new $100 million discretionary grant program for states recently announced by the U.S. Department of Health and Human Services’ (HHS) Substance Abuse and Mental Health Services Administration (SAMHSA).  The competitive grant program will give recipient states, territories, the District of Columbia and tribal organizations broad discretion to design and implement federally supported voucher programs to pay for a range of effective, community-based, substance abuse clinical treatment and recovery support services.  By providing vouchers to people in need of treatment, the grant program promotes individual choice for substance abuse treatment and recovery services.  It also expands access to care, including access to faith- and community-based programs, and increases substance abuse treatment capacity.

Sponsor’s Brief Program Description:  For the last six years children have listed drugs as the most important problem they face.  Drug use can quickly turn to dependence and addiction, trapping users in a vicious cycle that destroys families and ruins lives.  Drug testing has been shown to be an effective tool in preventing student drug use.  The expectation that students may be randomly tested is enough to make some youth stop using drugs—or never start in the first place.  Drug testing is also an excellent tool for getting students who won’t or can’t stop because of dependence the help they need to stop. 

While drug testing policies appear to provide a strong tool for schools to use in the battle to reduce drug use among teens, there are legal, financial, educational and privacy issues that must be considered by communities that want to implement or continue random drug testing policies.  While the debate continues over drug testing in schools, studies show that random drug testing polices can be an effective tool in reducing the use of drugs among our nation’s school-aged youth.

Sponsor’s Brief Program Description:  The National Highway Traffic Safety Administration (NHTSA) estimates that approximately 1.5 million drivers were arrested in 2002 for driving while impaired from either alcohol or narcotics.  NHTSA estimates that alcohol was involved in 40% of fatal crashes and in 6% of all crashes.  In 2002, 84% of the drivers involved in fatal crashes were intoxicated.  This issue must be a priority among communities if they are hoping to reduce the harm caused by alcohol and drugs.

Sponsor’s Brief Program Description:  Drugs kill and injure thousands of people each year—over 22,000 deaths were attributed to drugs in 2002.  Drug use damages the brain in lasting ways.  A longitudinal study supported by the National Institute on Drug Abuse (NIDA) found that alcohol and substance abuse during early years was significantly related to later psychiatric disorders.  After methamphetamine use is stopped, at least 6-12 months of symptoms remain; including paranoia, profound depression, and psychosis.  Marijuana users are at an increased risk for strokes.  Studies suggest that Ecstasy use may lead to brain changes.  PET scans among meth users have revealed substantial cell death in various regions of the brain.
