This course prepares students to advise commanders, resource managers, and others about the basic aspects of statutory, regulatory, and policy limitations on the commitment, obligation, and expenditure of appropriated funds. The course addresses current fiscal issues confronting the DOD and other federal agencies. This course also meets the mandatory training requirements for the Army’s Comptroller Accreditation Program for CP11 and FA45 personnel.

SITE FACILITATORS:  Each installation must select a site facilitator and a technical POC for this course.  The site facilitator must register with two different organizations. First, the site facilitator must register with The Judge Advocate General’s Legal Center and School, US Army (LCS).  Second, the site facilitator must register with the technical personnel where the distance learning course will be received.  (This technical site will not be the same for every service).  Each site must also have a technical facilitator.  The technical facilitator is responsible for coordination with Mr. Dennis Mills at the LCS, dennis.mills2@us.army.mil,  in order to ensure your facility is prepared to receive the broadcast (see the technical information below).  If you are interested in being a site facilitator, email the Distance Learning Fiscal Law Course Manager, marci.lawson@hqda.army.mil and the course manager will send you more detailed information.

 

STUDENTS:  Once a particular site has designated a site facilitator, students may then register for the course.

 

· For Army students, you must register for this course through the ATRRS system with your local quota manager.  Army students will not receive a course completion certificate unless registered in ATRRS prior to the presentation date of the course.
· For non-Army students, you must register for this course by contacting your site facilitator in advance of attending the course.  If you do not know who your site facilitator is or whether your site even has a facilitator, email the Distance Learning Fiscal Law Course Manager, marci.lawson@hqda.army.mil and the course manager will provide you that information.

 

TECHNICAL INFORMATION:  This course will originate from The U.S. Army Judge Advocate General’s Legal Center and School in Charlottesville, Virginia via the TNET VTC network.  Please note that this is a live audio/video distance learning course delivered to receiving sites using Department of Defense educational networks and video teleconferencing (VTC) sites.  We are currently working on three methods for receiving the course:

  1. Government Education and Training Network (GETN):  This is a combined military/federal satellite downlink system.   It is called the Air Technology Network (ATN) system in the USAF, the Satellite Education Network (SEN) system in the US Army and the Air Warrior System in the National Guard.  All three military networks operate from the same satellite platform.  All satellite sites MUST register to be authorized to receive this program.
     

  2. US Army Teletraining Network (TNET):  Units with TNET rooms can receive the signal over landline, with the option of also tying into the system via video teleconferencing (VTC).  (Please note that by tying in via VTC, your installation may incur additional phone line charges.)  Again technical specifications are currently being compiled and will be pushed to technical facilitators at sites as soon as they are available
     

  3. Other Government Networks:  The LCS is committed to reaching as wide an audience as possible with this important course.  We will do our best to work with other network requirements.  If you cannot connect via GETN, TNET, or VTC, please contact Mr. Dennis Mills at the Army JAG School, dennis.mills2@us.army.mil, to determine if there are other alternatives for your installation.  Sites using a VTC system other than TNET must contact the TNET control hub at Ft. INTERACTIVITY:   Questions from the field will be taken via email and fax.  Email and fax information will be posted during the program.  GETN/ATN satellite users will not use their push- to-talk microphones for interactivity.

In the left hand column click on “TJAGLCS Publications,” then go down to “Contract and Fiscal Law” and select the 75TH Fiscal Law Deskbook. Students should download the 75TH Fiscal Law Deskbook for reference and use during the class.  Course materials will NOT be mailed to sites.

 

COURSE COMPLETION DOCUMENTS:  Within two weeks of the receipt of a certified attendance roster, course completion certificates will be forwarded electronically to site facilitators for distribution to attendees.

 

CLE:  Attorneys will be responsible for “self-certifying” their CLE to their state bars for this course.  The Army JAG School will not certify the students’ attendance for CLE purposes.  Documents to assist with self-certification will be forwarded to site facilitators for distribution.  Information on state bar requirements is available at http://www.cleusa.org.

 

COURSE ATTENDANCE ROSTERS:  All site coordinators must complete and certify a class attendance roster if attendees wish to receive a course completion certificate.  Please contact Major Lawson, the Course Manager, for a roster format and/or if you have other questions.

 

COURSE SCHEDULE:  The course will be broadcast from 0945-1800 (EST) to accommodate as many facilities as possible regardless of time zone.  A day by day block schedule is available as an attachment to this homepage.
