As public health officials, how can we best address the needs of a growing population in an ever changing environment?  Public health leaders are already involved in a wide array of health promotion, prevention and disease management programs from AIDS to zoonoses, anti-smoking and immunization campaigns, safe food and water inspections, plus bioterrorism preparedness.  But now, as we learn more about the social determinants of health: education, income, housing and transportation – we need to examine an even broader framework for public health action in our communities, large and small.  In this program we’ll discuss these new challenges for public health professionals.

An influenza pandemic occurs when a new virus emerges for which people have little or no immunity, and for which there is no vaccine.  The disease spreads easily from person-to-person, causes serious illness, and can sweep across the country and around the world in a very short time.  While it is difficult to predict when the next influenza pandemic will occur, during the past 100 years, there have been three major pandemics: 1918-1919, 1957-1958, and 1968-1969.

During a flu pandemic the disease spreads quickly from person to person, affecting many people in a short period of time.  The infection can range from mild to life-threatening and can lead to dangerous complications, such as pneumonia or dehydration and can also make chronic problems worse.  What would happen to the first responder infrastructure in the event of a pandemic?  The purpose of this broadcast is to introduce pandemic influenza information to first responders: what it is and is not, legal aspects and continuity of operations and how the first responder should use this information to educate and plan within their respective organizations.

There are many flu viruses, and they continually change and usually the changes are slow and predictable.  But if a flu virus changes a lot, it could result in a new kind of flu.  If this new virus becomes able to spread easily between people, a pandemic could occur.  If the pandemic is severe, it could kill almost 2 million people in the U.S. and if it is mild, an estimated 200,000 people could die. What would happen to the criminal justice system in the event of a pandemic?

The Youth Risk Behavior Survey identifies the leading causes of mortality, morbidity, and social problems among our youth.  These behaviors were identified and categorized into six risk areas: 1) behaviors that result in unintentional and intentional injuries; 2) tobacco use; 3) alcohol and drug abuse; 4) sexual behaviors that result in HIV infection, other sexually transmitted diseases, and unintended pregnancies; 5) physical inactivity; and 6) dietary behaviors.  The trends that are recorded are compared to the National Average and studied by educators and health professionals to determine the prevalence of health-risk behaviors.

“Drug Epidemics: Meth to Mothballs”1100-1200ET -
Methamphetamine is getting lots of media attention recently, but is it really the "hot drug" in your community?  Young people and others are using many different kinds of drugs to get high, some you may not have even heard of.  During this hour-long broadcast, take a look at statistics about what the problems are in different parts of the country.  Learn about tools that will help you see the patterns about who is doing what and where. Adults over 60 represented 16% of fatalities reported to poison centers in 2005.  People age 65 and older make up 12% of the population but account for 34 % of all prescription medication use and 30% of all over the counter medication use.  Approximately 60% of older adults take their prescriptions improperly and 140,000 die each year as a result.

Weight gain is an important contributing factor to metabolic syndrome, as it is a key component in the development of diabetes mellitus and cardiovascular disease.  In patients with psychiatric disorders, mortality linked to metabolic syndrome is compounded by behaviors such as heavy smoking, sedentary lifestyle, and poor eating habits.  Weight gain can affect medication adherence and data continues to emerge on the link between diabetes and cognitive dysfunction, all of which can negatively impact patient outcomes.  Treatment with antipsychotic agents may also play a role in weight gain.  This problem highlights several important needs: careful screening to recognize factors that may contribute to metabolic syndrome, appropriate selection of an antipsychotic agent, systematic monitoring, and effective management.

Many people are perhaps unaware that they are living near a meth lab.  Most labs are found in rural cities and suburban residences.  Individuals involved in these illegal activities often use barns, garages, and other out buildings, back rooms of businesses, apartments, hotel and motel rooms, storage facilities, vacant buildings and sometimes vehicles.  These labs are characteristically small and make use of common household appliances, glassware and chemicals that are readily available.  The focus of the presentation is to make the Home Health Aides and Home Attendants aware of the dangers and signs and symptoms of a meth lab in or around their patients’ homes.

A sexual history is important for all patients because it provides information identifying high-risk behaviors  leading to an unintended pregnancy and/or a sexually transmitted infection, including HIV.  Taking a thorough sexual history can also be a gateway for direct essential risk reduction counseling.  It is important for the provider to be competent and professionally skilled in talking with the patient(s) in a non-threatening manner, to find out what problems exist, and uncover the appropriate background information and clinical history.  With the right consultation tools, a sexual history can be performed efficiently when time is a critical factor in the clinic setting.

“Teen Depression” First of a Two Part T2B2 Doubleheader.  David Shaffer, MD, a world-renowned child psychiatrist and expert on adolescent suicide, will present a comprehensive overview of what we know about the underlying causes of youth suicide and the early identification on an evidence-based mental health and suicide risk screening program, developed as a direct outgrowth of his research on adolescent suicide.
“Self Injurious Behavior”
t is widely believed that the number of youth who intentionally injure their bodies by cutting, burning, or engaging in other forms of mutilation has increased in recent years.  Join Dr. Janis Whitlock as she summarizes what we know and don't know about self-injury.  In addition to sharing what is known about the prevalence, nature, and contagiosity of self-injurious behavior in the general youth population, she will share results from a New York State study of self-injury in schools.  The talk will end with recommendations for detection, intervention, and prevention of self-injury in adolescents and young adults.

Effective response to a natural disaster or a terrorist attack depends, in large part, on the capability of local responding agencies to rapidly authenticate the validity of their available assets in accordance with valid operational plans to save lives and mitigate injury to the greatest extent possible.  This program describes an identity authentication framework for emergency management and response to improve incident command.  Following this framework will result in the timely marshalling and effective utilization of available assets in accordance with pre-established standards such as Homeland Security Presidential Directive #12, Federal Information Processing Standards (FIPS) 201, and Personal Identity Verification (PIV) standards.

“Empowering Youth to Say No to Drugs” Teens talk about their own anti-drug efforts.  Various tactics are discussed as ways to keep youth from becoming addicted to illicit drugs.
“Understanding Addiction” The National Institute on Drug Abuse (NIDA) points to research that has come to define addiction as “a chronic disease, for many people a recurring disease, characterized by compulsive drug-seeking and drug use that results from the prolonged effects of drugs on the brain.”  Research on both animal and human studies have demonstrated that chronic drug use changes the brain in fundamental ways that persist long after the drug use has stopped.

The food industry, including livestock, is one of the most open industries in North America, and is readily susceptible to outbreaks of Foreign Animal Disease (FAD). FAD could be introduced accidentally - as happened in the UK - or it could be introduced intentionally.  History has illustrated that during an FAD, there is massive and widespread depopulation of millions of animals and a major disruption to most related livestock industries.  There also are significant ill effects on domestic and export markets for meat and milk, and the potential for a downward spiral for the national economy.

Of the estimated 1.2 million coronary attacks to be experienced by Americans in 2006, almost half (500,000) will be recurrent events.  Accordingly, secondary prevention is an essential part of the comprehensive care of the patient with coronary heart disease (CHD). The American Heart Association (AHA) and the American College of Cardiology (ACC) recently issued new, evidence-based guidelines regarding the management of atherosclerotic disease, an important CHD risk factor, in patients following a heart attack. It is important that physicians become aware of these new guidelines and implement them into practice in order to positively affect outcomes in their patients.
