c.  Target Audience Statement:  Law enforcement officers, parents, teachers, and anyone concerned about the risks associated with fighting the war on drugs will benefit from this one-hour broadcast.  After watching, viewers will be able to better understand the many dangers law enforcement officials face when making drug related arrests.  This program is also suitable for public access television distribution.

d.  Program Summary & Objectives:  Fighting the war on drugs is a risky business. Make one wrong move and the bad guy could get away or worse, you could be hurt or killed. Drug dealers and drug users are willing to do just about anything to make their sale or get their fix. To fight the war, you must be prepared to face the risk, but there are ways to stay safe.

 

During this hour-long telecast, learn about the people who risk their lives to fight the drug trade, see what problems they confront, find out how to make better decisions and deal with the stress that comes with the job. A current undercover police officer and a retired DEA agent will take us through the steps of determining whether or not the action is worth the possible price. Combined, the two have more than 55 years of experience!

 

Everyone who cares about taking drugs off the streets of America will benefit from watching this broadcast. Law enforcement officers will learn how to keep their egos in check, identify common risk factors associated with narcotics work, consider what factors justify taking a risk, and more. Parents, teachers, counselors and others will learn how to help law enforcement and better understand drug dealers and users.

 

e.  Program  Panelists: 

 

Mort Moriarty; Retired DEA Special Agent:  Mr. Moriarty is currently a self-employed private contractor working as a law enforcement trainer and consultant.  His company is Drug Enforcement Associates.  Mr. Moriarty has 30 years of professional law enforcement experience, 29 of which have been with the Drug Enforcement Administration (DEA) and the Bureau of Narcotics and Dangerous Drugs. Mr. Moriarty is internationally respected as one of DEA’s leading authorities on safety and survival for narcotics officers and is the author of the original training program "Risk Management for Narcotics Officers (Critical Decision Making in Life Threatening Situations)." Mr. Moriarty is an adjunct faculty member for both the United States Department of Justice Training Center's DEA Office of Training, and the United States Treasury Department's Federal Law Enforcement Training Center.  Mr. Moriarty earned his Master of Arts degree in Sociology from St. John's University, New York City, NY and his Bachelor or Arts degree from Niagara University, Niagara Falls, NY where he majored in Sociology. In addition, he is a member of the FBI National Academy Associates, (147th Session), International Narcotics Enforcement Officers Association, National Drug Enforcement Officers Association, Association of Former Federal Narcotics Agents, Washington State Narcotics Investigators Association (Lifetime Member,) and American Society for Law Enforcement Training.

 

Brian Sallee; Detective, Albuquerque, NM Police Department:  Mr. Sallee has been a sworn law enforcement officer since 1980 and has worked narcotics since 1989. He has worked undercover, surveillance, search warrants, informant handling, reversal and buy/bust operations, and clandestine labs. He is also qualified as an expert witness for narcotics investigations. He instructs narcotic classes for the Albuquerque Police Academy, Drug Enforcement Administration, International Association of Undercover Officers and for several other police training organizations in the United States.   

Mr. Sallee holds a Bachelors Degree in Police Science from New Mexico State University.  He is also co-author of "Narcotics Investigations: Working and Surviving."
