a. Sponsors: This program is co-sponsored for
Military and Federal GETN subscribers by the March of Dimes Florida Chapter in
partnership with the Florida Department of Health and Florida AHEC Network and
Department of Defense Medical Interagency Satellite Program with the technical
support of the Satellite Education Network (SEN) at Ft. Lee, VA.
b. Availability: This program will be available to military and federal GETN/MIST sites that have GETN/ATN/Warrior digital satellite downlinks. A listing of potential GETN receive sites can be seen here: GETN Site Location.
MIST affiliate satellite networks such as the VA’s Employee Education System and the Department of Justice Television Network may also carry this program but IAW with their own scheduling.
There is NO C/Ku Band analog satellite available for this program.
Videoconferencing may be available to selected military and federal VTC sites using the USA TNET or the USN CNET networks and other VTC networks able to connect to this satellite feed. Site coordinators using VTC are responsible for their own bridge coordination.

c. Target Audience Statement: The target audiences for this program will be Healthy Start Coalitions, federal, state and local public health professionals, pediatric health providers, family planning directors and others with an interest in this topic.
d. Program Description: Why Preconception Care?
1. Poor pregnancy outcome continue to be at un-acceptable levels
2. Women enter pregnancy “At Risk” for adverse outcomes
3. We currently intervene too late
4. Intervening before pregnancy will help improve outcomes
5. There is consensus that we must act before pregnancy
Preconception care is a set of interventions that identify and modify biomedical, behavioral, and social risks to a woman’s health and future pregnancies. It includes both prevention and management, emphasizing health issues that require action before conception or very early in pregnancy for maximal impact. The primary target population for preconception care is women of reproductive age, although men are also targeted by several components of preconception care. The overarching goal of preconception care, as described in reports and recommendations of the American Academy of Pediatrics, American Academy of Family Physicians, and the American College of Obstetricians and Gynecologists, is to provide 1) screening for risks, 2) health promotion and education, and 3) interventions to address identified risks.
Adverse birth outcomes are a persistent problem in the United States. Maternal and child health outcomes, such as maternal and infant mortality, preterm births, and low birth weight babies, are often used as indicators of the overall status of health in a population. Prenatal care became a mainstream intervention in the 1980s and has since succeeded in reaching most women in the United States. Despite this accomplishment and significant breakthroughs in medical science, in recent years maternal and infant health has improved very little and some problems have worsened.
Part 1 of the Summit will focus on national preconception health initiatives, including the science behind preconception health and the Centers for Disease Control and Prevention Recommendations for Preconception Health Care.
