“Addiction and The Justice System: Deciphering The Maze”

a. Sponsors: This program is made possible through a partnership with the Multijurisdictional Counterdrug Task Force Training (MCTFT) Program at St. Petersburg College, and the Center For Substance Abuse Treatment (CSAT) of the Substance Abuse and Mental Health Services Administration (SAMHSA) with the technical support of the Satellite Education Network (SEN) at Ft. Lee, VA.
b. Availability: This free, public domain broadcast will be available on the GETN Military/Federal/Warrior digital CDV satellite networks and on C-Band Analog satellite networks. (There is NO KU analog or digital coverage.) Other private and public satellite networks may also carry the program, check with your satellite provider. (Note: This program WILL NOT be available on small digital dish networks such as DirecTV or Dish subscriber systems.)
Will this program be Video streamed: It is anticipated that this program will be available via webcast. Details will be sent in the final coordination message to all registered sites.
c. Target Audience Statement: Primary target audiences for this program will include law enforcement officials, drug prevention specialists, Drug-Free Communities Act grantees, administrators, school drug counselors, treatment providers, drug court members, policy makers, business leaders, coalition volunteers, drug demand reduction coordinators, criminal justice professionals, members of the religious community and other community partners who may be interested. This program is also suitable for general Public or Cable Access television distribution.
d. Program Summary And Objectives: Seeking and receiving treatment services can be a difficult process for anyone struggling with addiction. Add that to being arrested and entering the justice system, and the difficult process can become truly mystifying. This hour-long broadcast will try to decipher the maze and will include discussions about community policing, points of arrests, initial interventions for first-time offense, drug courts, responses to relapse, prison services, and services regarding reentry into society. Also, hear personal stories about people in recovery and interviews from treatment providers and others in the field who help make recovery possible. Kick off "Recovery Month" 2006 by watching this broadcast.

Panelists: Join host Ivette Torres, Associate Director for Consumer Affairs, Center for Substance Abuse Treatment (CSAT), Substance Abuse and Mental Health Services Administration (SAMHSA), U.S. Department of Health and Human Services (HHS), and a panel of experts in this important and timely broadcast.
Other Expected Panelists Include:
Anthony Perkins, Incarceration Committee Chairman, Oxford House World Council, Oxford House, Inc. Tony Perkins is a recovering alcoholic and addict from Vancouver, Washington. He started using alcohol and drugs early in life and his drugs of choice were alcohol, crack cocaine, and heroin. Tony has had multiple driving while impaired, hit and run and theft convictions and has been diagnosed with depression, panic attacks with agoraphobia, anxiety and post traumatic stress disorder. He says that in order for him to get clean, it took drug court, treatment, 12 steps, and Oxford House.
Judge Karen Freeman-Wilson (ret.), Chief Executive Officer, National Association of Drug Court Professionals. Judge Freeman-Wilson is also the Executive Director of the National Drug Court Institute. A native of Gary, Indiana, Ms. Freeman-Wilson has demonstrated her dedication to public service as Indiana Attorney General, a judge in the City of Gary, the Executive Director of the Indiana Civil Rights Commission, a deputy prosecutor and a public defender. She formerly chaired the Indiana Governor's Council on Dangerous and Impaired Driving and Commission for a Drug Free Indiana. She graduated with honors from Harvard College and from Harvard Law School.
Dr. Allan S. Noonan, Dean, School of Public Health and Policy, Morgan State University. Before serving at Morgan, Dr. Noonan served as a senior advisor in the office of the Surgeon General of the U.S. Public Health Service coordinating the production of surgeon generals’ reports and calls to action. Dr. Noonan has been a proactive public health professional for more than thirty years. His recent work with the American Psychological Association (APA) has studied the special needs of inmates in local jails, state and federal correctional facilities, the impact of mental health on correctional institution and the lack of treatment for, and consideration of, mental illness within correctional system populations.
Larry Wilson, Supervisory Therapist, Jail Addiction Services, Montgomery County Department of Health and Human Services, Behavioral Health and Crisis Services. Larry Wilson serves as lead supervisor for the Jail Addiction Services (JAS) program, a national model for jail-based substance abuse treatment programs located at the Montgomery County Correctional Facility (MCCF) in Montgomery County, Maryland. JAS is designed to reduce offender recidivism and facilitate successful integration of offenders into the community. As part of a multi-disciplined team, he continues to provide direct clinical services to offenders with alcohol and drug related problems. Wilson has provided technical assistance in substance abuse treatment program planning, design and implementation to correctional facilities around the country.

g. Videotape Availability: MCTFT has altered its previous policy of providing free videotapes to those requesting them. h. Videotape release (if taping from broadcast): This FREE program is unclassified and non-scrambled. There are no copyright restrictions on this program, however it MAY NOT be videotaped and re-broadcast where fees are attached to its showing. No portion of this program may be used for commercial purposes or for-profit purposes without additional permission of the sponsors.
i. Web Site Support: Support materials, if any, are expected to mounted on the Internet to support this program. Final details will be sent via email to registered sites as part of the satellite coordinates message.
j. Satellite Coordinates: If known at the time of your initial registration, a copy of the satellite coordinates will be returned to you as part of your registration confirmation. A second copy will be sent to all registered sites 5-7 working days prior to the broadcast. This second copy is sent in blind group copies of 50 addressees each. We know that some spam and military email filters will block this message. So Site coordinators and technicians whose sites are registered and who have not received the coordinates by the Monday preceding the broadcast date should contact our office immediately.
