c.    Program Overview:  This 90-minute broadcast will feature federal officials who distribute grants and coalition leaders who receive a variety of federal funding, as well as a grant-writing expert.  Participants will learn what the federal grant makers look for in applications and from coalition leaders who have successfully secured federally funded grants.  Participants will also receive grant-writing tips from a professional grant-writer.

Discuss the multitude of federal funding options for coalitions and other grassroots organizations.
Identify and discuss what components federal funders look for in a coalition’s grant application.
Learn effective grant-writing tips and strategies

e.  Target Audience Statement:  Primary target audiences for this program include youth coalition members, community coalition leaders, prevention specialists, Drug-Free Communities Act grantees, Weed and Seed Coordinators, Safe and Drug-Free Schools coordinators, educators, administrators, counselors, law enforcement officers, treatment providers, drug court members, policy makers, business leaders, coalition volunteers, drug demand reduction coordinators, concerned parents, criminal justice professionals, youth coalition members, members of the religious community and other community partners who may be interested.  This program is also suitable for Public Access television distribution. 

f.  Panelists Biographies: 

Moderator:  Mary E. Larson, Vice President, Training and Research, CADCA - Mary E. Larson is the Vice President of Development and Special Projects for Community Anti-Drug Coalitions of America (CADCA).  Ms. Larson’s responsibilities include cultivating and maintaining relationships with foundations, corporations and national partners and assisting program staff in identifying and recruiting funds to support specific projects in support of the CADCA mission.  Ms. Larson also serves as a liaison to CADCA’s Board of Directors and CADCA’s Coalition Advisory Committee.

Ms. Larson’s previous position at CADCA was Director of Programming and Public Policy.  As part of the CADCA Training Department, Ms. Larson managed the coordination, development and production of CADCA’s highly successful Satellite Broadcast Initiative.  CADCA and the National Guard partner with the agencies such as the National Institute on Drug Abuse, the Center for Substance Abuse Treatment and the Office of National Drug Control Policy to deliver satellite broadcasts covering topics of interest to community coalitions and other stakeholders.  During her tenure, Mary has coordinated the production of 25 training broadcasts. 

Prior to joining CADCA, Ms. Larson served as Children’s Policy Advisor for U.S. Senator Nancy Kassebaum-Baker on the Senate Committee on Labor and Human Resources.  Ms. Larson worked for Senator Kassebaum-Baker for six years until her retirement from the Senate in 1997.  Her work on the Senate Labor Committee focused on a number of children, family and youth-related issues including: youth development, juvenile delinquency, childcare, child welfare and welfare reform.  Ms. Larson graduated from Kansas State University in 1991 with a BA in History. 

Panelists:

VC League is the president of Vincentč & Associates, a consulting group, operating from Hayward, California and has consulted with over 2500 organizations in the United States, Canada, the Bahamas, and all U.S. Territories.  This work includes program planning and proposal writing, management, and organizational development.  Other work includes program evaluation, board development, and diversity training as well as substance abuse, HIV/AIDS, and violence prevention.  As a trainer for The Grantsmanship Center from 1989 to 1999,  VC League conducted over 200 five-day program planning and proposal writing training programs.  He is also a founding board member of the American Association of Grant Professionals.  Currently, he is working on a five-year project evaluating the $100 million federally funded City of Detroit (MI) Empowerment Zone in conjunction with Vincentč & Associates and the Black United Fund of Michigan, Inc.  He also works with Hawaii Partners in Research and Evaluation in evaluating the Safe Schools/Healthy Students Project for the Hawaii Department of Education Central Oahu District.
