b. Availability: This program will be available to military and federal GETN/MIST sites that have GETN/ATN/Warrior digital satellite downlinks. A listing of potential GETN receive sites can be seen here: GETN Site Locations.
MIST affiliate satellite networks such as the VA’s Employee Education System and the Department of Justice Television Network may also carry this program but IAW with their own scheduling.
There is C/Ku Band analog satellite availability for this program and coordinates will be included in the final confirmation message sent 24-48 hours prior to broadcast.
Videoconferencing may be available to selected military and federal VTC sites using the USA TNET or the USN CNET networks and other VTC networks able to connect to this satellite feed. Site coordinators using VTC are responsible for their own bridge coordination.

c. Target Audience Statement: The target audience for this program will nurses, social workers, counselors and educators with direct client contact.
d. Program Description: The Title X program is the only federal program devoted solely to the provision of family planning and reproductive health. Programs are designed not only to provide access to contraceptive supplies and information but to also provide preventive health care services which include HIV screenings with pre- and post-test counseling. As providers of Title X services it is important to know HIV risk behaviors and how we can encourage risk reduction in the population that we serve. The annual number of new cases of human immunodeficiency virus (HIV) infection has seen relatively little change over the last decade; however, the numbers are still high. Rates of new infections are declining in older men who have sex with men, whites and newborns while rates are increasing in young persons, women, Hispanics and African Americans. With no cure in sight, prevention is the key. In 2001, the Centers for Disease Control and Prevention (CDC) issued revised guidelines that focus on reduction to barriers to testing, voluntary routine testing of high risk populations and persons with risk factors, case management and partner tracing and universal testing of all pregnant women. Strategies for reducing new infections include counseling, HIV testing and referral, increasing the proportion of persons who know they are HIV positive and increasing the number of HIV infected persons who are linked to appropriate prevention, care and treatment services.

1. Identify HIV risk behaviors and populations at risk for HIV infection.
2. Identify HIV risk behaviors to be able to discuss risk reduction strategies with HIV clients and HIV at risk populations.
3. Identify effective HIV prevention counseling techniques.
4. Identify barriers to risk reduction which might be experienced by clients.
