a. Sponsors: This program is co-sponsored for Military and Federal GETN subscribers by The South Central Center for Public Health Preparedness in partnership with the Alabama Department of Public Health and Department of Defense Medical Interagency Satellite Program with the technical support of the Satellite Education Network (SEN) at Ft. Lee, VA.
b. Availability: This program will be available to military and federal GETN/MIST sites that have GETN/ATN/Warrior digital satellite downlinks.
MIST affiliate satellite networks such as the VA’s Employee Education System and the Department of Justice Television Network may also carry this program but IAW with their own scheduling.
There is No C/Ku Band analog satellite for this program.
Videoconferencing may be available to selected military and federal VTC sites using the USA TNET or the USN CNET networks and other VTC networks able to connect to this satellite feed. Site coordinators using VTC are responsible for their own bridge coordination.
Will this program be Webcast? Yes, instructions in final confirmation sent out 24 – 48 hours prior.
c. Target Audience Statement: The target audience for this program
will be first responders; state and local public health professionals and their
partners with whom they will need to communicate in a public health emergency;
community planners; command and control personnel; public health and medical
students.
d. Program Description:
Effective
response to a terrorist WMD attack depends, in large part, on the capability of
local responding agencies to rapidly focus available assets in accordance with
valid operational plans to save lives and mitigate injury to the greatest extent
possible. This program proposes a framework for emergency management and
response based on the principles of counter-terrorist preparation and incident
command. Following this framework will result in the timely marshalling
and effective utilization of available assets in accordance with pre-established
plans reflecting accepted guidelines and standards within a logistics, personnel
and communications infrastructure that is designed to ensure robust and reliable
intervention. Additionally, this model emphasizes the importance of
effective community action in maintaining a state of civil order and
facilitating the focus of resources. Lifesaving community action enabled by
appropriate planning and effective management is discussed in the context of
employing proposed response models in dealing with the consequences of actual
disaster resulting from terrorist use of Biological, Chemical or Radiological
Weapons.

1. Define “Prevention” in the context of potential terrorist use of WMD.
2. List the elements involved in effective preparation.
3. Explain how the priority of life saving imposes urgencies and constraints on disaster response.
4. Name the actions necessary to achieve timely and effective intervention.
5. Describe the standards for cooperation between responding agencies.
6. Explain the infrastructure requirements for adequate preparation.
7. Describe the scope and scale of capabilities necessitated by a WMD terrorist threat.
8. Explain the importance and implementation of effective follow-through and follow-on.
