Energy Management Goals are Changing
a. Sponsors: This program series is sponsored by the U.S. Department of Energy Federal Energy Management Program, with the assistance of Applied Management Associates, Inc.
b. Availability: This FREE, public domain, videotaped program will be available as scheduled on C Band analog satellite downlinks (No KU Coverage) and on the Military/Federal CDV GETN Convergent digital satellite networks. A live web cast is pending. GETN/Convergent digital satellite downlinks are found at selected military and federal installations at over 1,000 locations in the United States. Other federal and private satellite networks may also carry this program. In addition, the program may be available to a limited number of non-satellite capable military and federal sites via VTC terrestrial relay. Local site use coordination of satellite downlinks and VTC bridges will be required.

c. Target Audience Statement: The primary target audience for this program series includes energy managers, facilities engineers, utilities managers, operations and maintenance personnel, financing personnel, contracting professionals, water resource personnel, and other federal and military managers seeking opportunities to improve energy efficiency and the use of renewable energy technologies in the following areas: new construction and retrofits; equipment procurement; operations and maintenance; and utility management. Although this program is targeted to federal and military energy management managers, civilian management personnel working in these areas may also greatly benefit from the information gained within these free workshops.
d. Program Summaries:
DAY ONE; Segment One – 07 February 2006
1a Utility Energy Services Contracting - This course offers an overview of the project financing options available through utilities. Information is provided to assist facility managers and contracting officers in understanding the options available to contract with utilities for implementation of energy and water saving projects.
Course Contents: Covers area wide contracts, basic ordering agreements, agency-specific agreements and site-specific agreements. Each type of agreement is discussed with samples available. Also covers authorities, regulations and policies that must be adhered to, and the impacts of utility industry restructuring. It provides "how-to's" for utility contracting, including questions to ask your utility and a step-by-step guide through the contracting process. Also included are basic financing principles, negotiation tips, proposal review guidelines, case studies, and specific project assistance. As applicable, specific utility programs available to the workshop participants may be discussed, and a working session with a utility representative may be included on available programs and services.

DAY ONE Segment Two – 07 February 2006
1b Energy Savings Performance Contracting - Since DOE’s Super ESPC’s were established in 1998-99, they have enabled private-sector investment of $120 million in energy-efficiency improvements in federal facilities. Super ESPC’s are no longer the novelty they were a few years ago, and experience clearly demonstrates the value and utility of Super ESPC projects to the government. Super ESPC delivery orders awarded through December 2000 will save over 1 trillion BTUs annually, while also reducing emissions of air pollutants and providing badly needed improvements to these facilities’ infrastructures.
Through FEMP’s continuous improvement efforts, Super ESPCs are maturing into a practical, flexible, and dynamic vehicle for agencies to use to meet federal energy-efficiency goals, to reduce energy use and costs, and to improve their facilities and support their missions. Super ESPCs, along with utility energy service contracts (UESCs), provide agencies with excellent opportunities for implementing energy projects.
This segment of the teleworkshop, on February 7th, will be a good opportunity for federal energy managers and others to take a closer look at Super ESPCs, learn about progress and improvements in the contracts and the program, and perhaps reconsider them as a means of achieving their organizations’ goals.

DAY TWO; Segment One – 14 February 2006
2a Buying Energy Efficient Products - Specifics are presented on how to meet Executive Order 13123's requirement to purchase ENERGY STAR® products, and products in the top 25% of energy efficiency (for products not covered by ENERGY STAR®.
Contents: Executive Order 13123 directs Federal agencies to purchase ENERGY STAR®-labeled products, or products among the 25% most energy-efficient as designated by FEMP (for those products not covered by ENERGY STAR®). Learn how to comply with these requirements by using FEMP's Product Energy Efficiency Recommendations. The Recommendations are easy-to-use one-sheet summaries that identify the complying efficiency levels for each product type. The Recommendations also provide cost-effectiveness guidance, buyer tips for proper selection and design, and information on how to acquire efficient models through Federal supply agencies (GSA and DLA)

DAY TWO; Segment Two – 14 February 2006
2b Life-Cycle Costing--Basic - The elements of life-cycle costing are introduced with a focus on energy and water conservation projects according to 10CFR 436 A and Executive Order 13123.
The course goes through the steps of an LCC analysis, explains the underlying theory of present-value analysis and integrates it with the FEMP criteria. Life-cycle costs, Net Savings, and Savings-to-Investment Ratio are calculated for a simple example. BLCC5, a new, windowed computer program for performing LCC analyses, is used to demonstrate the evaluation of an ESPC project.

DAY Three; Segment One – 21 February 2006
3a Water Resource Management - An overview of Water Resource Management issues facing the Federal sector, providing information that will help evaluate and incorporate water efficiency into Federal project-assessment, planning, and implementation programs.
Course Contents: Overview of Executive Order 13123 water related goals and impact on agencies and sites; opportunities for water conservation through auditing, leak detection, efficient irrigation and landscape practices, and efficient indoor technologies.

DAY Three; Segment Two – 21 February 2006
3b Operations and Maintenance Management - Provides an overview of Operations and Maintenance (O&M) practices and management programs. Workshop is designed to provide guidance on developing the roles, responsibilities, and functions of key personnel within an O&M organization. Additionally, the workshop focuses on four major O&M practices (Reactive, Preventive, Predictive, and Reliability Centered) and presents information on O&M technologies and savings ideas.
Course Contents: Definition of O&M; benefits of a strong O&M program; costs, risks and liability issues; types of maintenance programs (corrective, preventive, predictive); O&M infrastructure requirements; O&M organization integration; ideas for implementation of O&M; discussion of O&M tools.

f. Videotape Availability: DOE/FEMP has decided not to offer VHS tapes since all three sessions are available in the archived streaming version. This can be used in a group setting, like a staff meeting, with a projection system as well. g. Videotape release (if taping from broadcast): These FREE programs are unclassified and non-scrambled. There are no copyright restrictions on these program, however they MAY NOT be videotaped and re-broadcast where fees are attached to their showing. They may also not be edited, segmented, or used for commercial purposes or for profit purposes by other networks without additional permission of the sponsors.
